THE EXECUTIVE SECRETARY'S MESSAGE

With our Association of more than 800 ministers, 430 member churches and ap- proximately 100 persons serving on our boards, committees and commissions, there is seldom a "quiet day." Churches change in makeup and direction, ministers decide to move, missions move forw^ard or fade, and those serving in a volunteer capacity in our Official Family must receive our staff support. It's an interest- ing — and challenging fellowship.

Those w^ords, "interesting" and "chal- lenging," change to the v^ord "difficult" when unexpected, or sad, developments occur. In June, our Association's Adminis- trator, Sharon Walls, made the decision to leave the responsibilities of the office. Hav- ing served for a number of years in this important position, Sharon's congenial and helpful manner will be missed.

Another key staff person, Teri Gumieny, left our employ in late July, due principally to the move to a far-western suburb of Milwaukee. Teri worked closely with our Association's youth, as well as their group officers and co-directors, in the plan- ning and coordination of Annual Conferences. She also fulfilled the requirements of a number of assignments within our Oak Creek office. Her competency with respect to a variety of duties was very much appreciated.

Steps are under way to replace these two fine employees with persons who will perform in the respective positions in an equally-successful manner.

Finally, the death, on July 17, of our Moderator-Elect, Sarah Jane Cunningham, was very sad news for all of us who knew her and appreciated her sincere dedica- tion to The Congregational Way. Sally's capability was well-demonstrated in her service on the board of the Congregational Fellowship for Theological Studies and the Executive Committee, where she served as Chairman. Appointed as her replace- ment as Moderator-Elect is Harold G. Frentz, who has served as Field Representa- tive, member and chairman of the Executive Committee, and in other positions within the Official Family.

Looking to the immediate future, the recommendations of the Long Range Plan- ning Committee, involving the structure of the Association, the recognition of its ministers and the makeup of boards, commissions and committees, will begin to be made in October of 1988. These proposals are certain to stimulate "interest in how we can better do what we are called to do, " as stated by Committee chairman, Lloyd Hall.

Continuing a condition that has existed since our beginning in 1955, these are ex- citing and challenging times. We will press on for a more effective witness to The Congregational Way.

INVESTMENT ADVISORY COMMITTEE

The Investment Advisory Committee, functioning as an arm of the Finan- cial Stewardship Committee, directs the investment of Association endowment and reserve funds, in accordance with criteria established by the Investment Advisory Committee. These investments are managed by a professional investment manager, whose performance is regularly matched against industry standards by members of the Investment Advi- sory Committee.

BUILDING AND LOAN FUND (A Division)

The Building and Loan Fund was originally incorporated in April, 1959 (without stock and not for profit). In March, 1962, the incorporated Fund was dissolved and its assets were transferred to the Corporation for the Association, with the Building and Loan Fund becoming a Division 3f the Corporation.

Its purpose is to promote, encourage, assist, and in any manner aid the establishment, building, remodeling, maintenance, repair, lo- cation and/or relocation of Congregational Christian Churches which are members of or affiliated with the National Association of Congrega- tional Christian Churches. It seeks and encourages contributions so that it may extend assistance to an increasing number of Churches. The Chair- man of this Division is appointed by the Executive Committee.

CONGREGATIONAL CHURCH DEVELOPMENT (A Division)

A statement of purpose for the Congregational Church Development Division appears in the By-laws of the Corporation for the National As- sociation as follows:

' To serve as the Agency of the National Association of Con- gregational Christian Churches in encouraging and support- ing the organization and development ofnev\^ Congregational Christian Churches by such methods and in such locations as the Division may determine appropriate after due study and survey; including response to the inquiries of self- generating groups which may request counsel and support from the National Association for such a purpose. "

The Division has the power to accept, accumulate, and expend funds designed for the above purposes, all funds being held in the name of the Corporation for the Association. It elects it own officers, and reports semi- annually to the Executive Committee sitting as the Board of Directors of the Corporation. It has also assumed the promotion and administration of the Ten Dollar Club, as well as offering counsel and support to exist- ing Congregational Churches with special problems.

CONGREGATIONAL FOUNDATION FOR

THEOLOGICAL STUDIES

(A Division)

The Congregational Foundation for Theological Studies was established in 1961 as a response to the concern many people were expressing for where the churches were to find ministers whose commitment, training and preparation fitted them uniquely for service to these churches of the Congregational Way.

It represents an unusual approach to theological education designed to serve the special requirements of our diverse Congregational fellowship in which no single theological or social viewpoint can represent all of the churches.

CFTS is, as the name denotes, a Foundation which provides financial aid in the form of grants and scholarships and thereby places a fine theological edu- cation within the reach of all potential Congregational ministers. It also seeks to enrich each student's program academically by providing a directed study in Con- gregational History and Polity and by providing annual seminars on topics relat- ed to ministry in the Congregational Churches. To provide experience in the practice of ministry, each student is required to serve an internship in an approved CCCNA teaching church. By giving equal emphasis to the financial, the academ- ic and the practical portions of the program, the Congregational Foundation for Theological Studies provides unusually fine preparation for ministry in Con- gregational churches of our association.

To continue its mission and to assure the future of the Congregational minis- try, the Foundation depends on the member churches of the Association to:

Provide regular financial support;

Identify talented and committed men and women, and to challenge them to give serious consideration to the Congregational ministry as a vocation;

Provide practical work experiences in Congregational churches for CFTS interns.

DIVISION FOR THE MINISTRY

The chief concern of this Division is for the Congregational ministry in its variety of forms. Through the office of the Staff Secretary for Pastoral Relations, support and aid is offered search committees as they seek ministers for churches of the Association, and consultation is offered to churches and ministers seeking to resolve problems and conflicts. The Office of Pastoral Relations also maintains current files of records and profiles for each associate member church, and creden- tials and professional dossiers for ministers. In addition, the Division for the Ministry acts as the agency for the Congregational churches for the endorsement of military. Veterans' Administration, hospital and prison chaplains.

The Division also administers several special funds:

The Ministerial Assistance/Enrichment Fund provides emergency fin- ancial assistance to ministers, both active and retired, and it offers finan- cial support for a variety of continuing education opportunities. With resources of this fund, the annual Ministers' Convocation is planned and presented by the Division Board.

The Retired Ministers' Fund wras established by Dr. Max Strang, a veteran Congregational minister, and Mr. Fred Hoerner, a Congrega- tional layman, to recognize the value of the service rendered by retired Congregational ministers and their spouses. This fund has been sup- ported generously by the churches of the Association and it now^ pro- vides an annual stipend to all retired ministers w^ho have served CCCNA churches.

The Winthrop Fund was established recently by the Board of the Division for the Ministry to provide for the cost of administering the programs and services of the Division. As the Winthrop Fund endow^- ment grov^rs, the income from it will reduce, and perhaps someday eliminate, the dependence of the Division on the Association Fund for Shared Ministries.

MISSIONARY SOCIETY (A Division)

The mandate for missions comes first from Scripture, which says "Therefore go and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit ..." (Matthew 28:19-20). The tradition of Congregational Churches' involvement in Christian missions began in the colonial period, and is as long and faith- ful as any in American history. Your Missionary Society is working to build an even deeper commitment to this ministry of outreach in the Churches of our Association.

The present Missionary Society was established in 1954, and in 1961 it became a Division of the Corporation for the National Association of Congregational Christian Churches. The statement of purpose for the Missionary Society appears in the By-Laws of the Corporation, as follows:

'To serve as the missionary agent of the churches of the National Association, and of such churches as desire its service; to receive, manage, and distribute such funds and properties as may be entrusted to it according to the ex- pressed wishes of the donors, or in the absence of such desig- nation, by vote of the division; to counsel with such Churches as call upon it in the area of their missionary con- cern; and generally to stimulate the spreading of the Gospel of Jesus Christ by such means as are in keeping with the basic principles of the CongregationaJ Christian Churches. . . "

There are presently twelve appointed board members who serve this Division and its worldwide concerns. Funds received are disbursed through the Treasury of the National Association of Congregational Chris- tian Churches. Cifts are faithfully administered according to the wishes of the donors. Working in cooperation with its executive staff person, the Missionary Society monitors all selected projects so that individuals and churches in our Association may have confidence that their contributions are used with integrity and for purposes validly in support of Christian missions.

MISSIONARY SOCIETY (Continued)

The Missionary Society strives to select projects that are distinctive- ly Christian and distinctively Congregational. Currently, missionaries in fourteen countries are receiving our support. Aid is given to churches and other mission projects in the United States, some of which are cross- cultural in nature. Overall, this program of Christian missions is becom- ing more wholistic, ministering to the needs of the whole person; includ- ing the spiritual, the physical, and the relational. All of these missions are under regular review and evaluation. The needs are genuine, and the projects are worthy of prayerful and generous support.

COMMISSIONS OF THE NATIONAL ASSOCIATION Functions of the Commissions

Association Commissions are extended subcommittees of the Execu- tive Committee. They are charged with responsibilities in specific areas of concern such as Christian Education, Communications, World Chris- tian Relations, Spiritual Resources, Women, and Youth.

Executive Committee members designate a liaison representative to each Commission. Commission members are nominated by the Execu- tive Committee and from the floor of the Annual Meeting. They are elect- ed by Association delegates gathered at the Annual Meeting. A full term is four years with one-fourth of a Commission membership changing each year. Following consultation with each Commission, the Executive Com- mittee appoints respective chairmen.

Commissions are granted considerable autonomy in carrying out their responsibilities. They report all actions promptly to the Executive Com- mittee, including recommendations for actions by the Executive Commit- tee. Some of these recommendations require further action by the Association at its Annual Meeting. In that case, they are reviewed by the Executive Committee, and its recommendations in turn are submitted at the Annual Meeting.

Records of enabling resolutions, which originally brought certain commissions into existence, are not available. It has been necessary, there- fore, to draft a current statement of activities based on actual practice, thereby providing information to the membership of the Association.

Subject to availability of funds, Commissions may meet twice a year; during the fall or winter months and immediately before the Annual Meet- ing of the Association. Seminars and exhibits are planned by many of the Commissions in conjunction with the Annual Meeting.

COMMISSION ON CHRISTIAN EDUCATION

The Commission on Christian Education was organized in 1957 to assist churches with their Christian Education programs and to help im- plement the progress of the Congregational Way.

The Commission works to fulfill Christian Education needs at the lo- cal, regional, and national levels. Its services include, but are not limit- ed to, the development and maintenance of heritage materials, guidance in curriculum selection, teacher training programs, and regional work- shops. This work is done with a continued awareness of changing priori- ties in religious education and with an emphasis on the Congregational Way of Faith, Freedom, and Fellowship.

The Spiritual Resources Committee was raised to Commission sta- tus at the 1967 Annual Meeting, and given the following charge:

The Spiritual Resources Commission shall he charged with the responsibility of encouraging and increasing the knowledge and love of God in both personal and corporate devotions, and of witnessing in the world to Christ and His Gospel.

WOMEN'S COMMISSION

The objective of the Women's Commission is to further the work of the Kingdom of God by uniting women of the Congregational Christian Churches in Christian Fellowship, through programs of education, spiritu- al growth, and testimony expressed in stewardship and service. The Com- mission seeks to be a clearing house for ideas and methods found effective in promoting women's responsibilities in the local Churches and in the larger area of the nation and the world.

For assistance, helpful material is available upon request from the National Office. Among materials available are: program planning materi- al for interesting programs, timely devotional readings, the Missions Directory as well as suggestions for hand work for missionary projects, and offering envelopes for the Women's Project. There is a slight charge for some of these materials to cover the cost of printing and mailing.

Each year, at the Annual Meeting of the National Association, the women select areas for our combined benevolences called the Women's Project. Each year these gifts have been larger and there is an expectation that this growth will continue.

The Commission supports and encourages state and regional meet- ings of Congregational women and the formation where desired of statewide Congregtional Women's Fellowships.

COMMISSION ON YOUTH

It is the purpose of the Youth Commission to offer local churches youth program resources and support so that the churches can provide opportunities for growth in the understanding of Christian life principles, for the development of a sense of responsible freedom, and for serving the cause of Christ through fellov^ship and service. The Youth Commis- sion does not seek to provide a total program for the local Church youth, rather, it seeks to support these groups and extend specific help v^hen it is requested. In accord with this aim, the Commission engages in the continuing development of resource material for use by the Churches.

Further, the Youth Commission seeks to provide opportunities for inter-group fellowship among young people through the National Associ- ation Pilgrim Fellowship and the Heritage of Pilgrim Endeavor (see be- low). An Annual Assembly for NAPF and HOPE is held each summer in conjunction with the Annual Meeting of the Association. The Assem- bly is an opportunity for sharing, growing, and learning for the youth of our Churches.

Opportunities for service, which might otherwise be unavailable, are afforded through the Work Camps and Pilgrimages sponsored by the Youth Commission. These special programs are available to the High School and College young people of all Association Churches. Other projects, in this country and overseas, are sponsored as needs and op- portunities arise.

PILGRIM FELLOWSHIP

The purpose of the National Association Pilgrim Fellowship is:

'To promote a free Christian way of life among the youth of our country; to unite aiJ Congregational young people in worship, fellowship and service; to develop the spiritual quaJities and leadership of youth; to convey our ideas to the world in Christian action."

Activities of the NAPF are directed by national officers elected at the Annual Meeting. As a part of the program of the Commission on Youth, the NAPF operates under the Commission with the assistance of Co- Directors appointed by the Commission. The NAPF strives to serve local groups by providing aid and encouragement at the Annual Meeting and by communications throughout the year.

HERITAGE OF PILGRIM ENDEAVOR

HOPE is an active fellowship of young Congregationalists who have graduated from high school and who wish to continue their ties with the Association. It operates under the guidance of the Youth Commission and has two Co-Directors appointed by the Commission. The objectives of HOPE are three fold:

1. To provide a continuing fellowship for Congregational young people who have graduated from high school. To provide enthusiastic and dedicated leadership for the Pil- grim Fellowship.

To become intelligent and creative adult members of the Association.
